Please read the guidelines before proceeding. Basically the guideline want to insure that the data is licensed suitably for import into OSM, that the data is suitable for OSM, how you plan to convert between the states tagging to OSM tagging, conflating the data with what's already in OSM, and what account you plan to use to upload the data. A quick look at the states site it would appear that there is no license issue and the data seems suitable for import. Especially the state parks and wildlife preserves.</div><div><br></div><div>The best editor I've found for this type of import is JOSM [1]. It sounds like you may not be familiar with JOSM.
